The point is that, what for lack of a better word I’ll call “team spirit”, outweighs the usual rules of logic, in favor of rhetoric. I remember going with my dad to my grandfather’s Lion’s Club meeting in Florida, where the congressman for that district was speaking. He said in his speech that he didn’t support a sales tax, because was unfair because it fell most heavily on the poor, and he didn’t support an income tax either, because the hard-working men and women of this state have been taxed enough. I was only a kid so I didn’t get the chance to ask, “So, what kind of tax DO you support? Because something has to pay for all the stuff the government does, including your salary.” Nobody else cared.
It’s interesting to hear a nuanced critique of the sales tax in that setting, but I guess unsurprising to see it right next to “no tax is just”, essentially. It’s super-frustrating to live in a society surrounded by the wonders that taxation can provide (I bike back and forth across the Manhattan Bridge every day), and having to constantly hear people moan that “all taxation is theft.”

There is a podcast called “the professional left” which always points out that all GOP rhetoric makes sense if history began in January 2009.
After Giuliani made that statement I have to imagine their next episode will be called “vindication.”
