Wouldn’t it have been better for the states to collaborate on a common tool that they could tailor to their specific needs instead of spending each in their own corner, too?

No I’m all for having multiple divisions, catering to the local needs. But the states should have collaborated in order to save on common needs

Sorry I was a bit abridged it’s hard to type in the bumpy bus. What I meant is that I see this a lot. Because there are jurisdictional issues, states (or in our case, provinces) or even agencies within the same province, repeat development of tools that could benefit the entire spectrum and save tons in consultant fees.
Look at addresses. Almost every state run system needs to keep track of identities and addresses. How many times has that part of a system been re-developed? When we know the information is always the same (or more often than not). So it should be owned maintained and customized for the jurisdiction, but the costs should be shared across the agencies or other states.
